[8u] RFR 8261355: No data buffering in SunPKCS11 Cipher encryption when the underlying mechanism has no padding

I'd like to request a review for the 8u backport of 8261355 [1].

Changes compared to 11u:

 * Paths changes to the pre-9 scheme

 * '/test/lib' library removed from EncryptionPadding test jtreg header.
N/A for 8u.

No regressions found in jdk/sun/security/pkcs11 test category. The new
EncryptionPadding test passes.
