[8u] RFR (S) 8265988: Fix sun/text/IntHashtable/Bug4170614 for JDK 8u

This is 8u-specific testbug:
   https://bugs.openjdk.java.net/browse/JDK-8265988

These tests were introduced to 8u with JDK-8031145. But it cannot really run on 8u, because it uses 
JDK 9+ module patching. I fixed them to use -Xbootclasspath/p:.
