[8u] RFR: 8259048: (tz) Upgrade time-zone data to tzdata2020f

Usual update for the in-tree tzdata update.

Although I did the update manually from the rearguard version of the
tzdata2020f data, there is no difference between the patch for the
files in make in 11u and those in this 8u patch. The only difference
between the patches as a whole is 8u has the changes duplicated in
the test subdirectory.

Tests for sun.util.calendar and java.time.test all passed on the
patched build.
