[8u] RFR 8196181: sun/java2d/GdiRendering/InsetClipping.java fails

I would like to backport this patch to 8u for parity with Oracle 8u311.

The original patch does not apply cleanly.

1) The test is not in 8u's ProblemList.txt
2) Copyright line conflicts in the test file.

   Updated test passed on Windows 10 and Linux x86_64
