[8u] RFR: 8263311: Watch registry changes for remote printers update instead of polling

Patch doesn't apply cleanly because 8u doesn't include changes from
JDK-8027771 (not public, change [1], some details [2]) in
PrintServiceLookupProvider.java. Testing: checked that
RemotePrinterStatusRefresh manual test passes, ran jck:api/javax_print
.
