[8u] RFR 7146776: deadlock between URLStreamHandler.getHostAddress and file.Handler.openconnection

I would like to backport this patch to openjdk8u for parity with Oracle 
8u291.

The original patch does not apply cleanly, but conflicts are minor.

- Both files conflict on copyright years
- Another conflict in URLStreamHandler.java due to line shifts
