[8u] 8266749: AArch64: Backtracing broken on PAC enabled systems

Hi,
I’d like to backport this fix.

On fedora 33 (and onwards), openJDK is build with PAC enabled on Aarch64.
This patch is require to make the backtracking work.

Tested manually on Fedora 33 on a PAC system (VM on M1 Mac)

Applied cleanly from TIP version, except for
* Files moved into VM directories
* New Windows and Mac files removed from patch.

I also have an 11u version awaiting review here: https://github.com/openjdk/jdk11u-dev/pull/39
