Please review this 8u backport of 8255086. The JDK 11u patch doesn't
apply cleanly after path unshuffeling due to:

- bug line differences in tests
- copyright date differences
- different context in test/java/util/Locale/LocaleTest.java
  where relevant lines are in different places

In terms of functionality, the patch should be equivalent.
