[8u] [PROCESS] Removing the Need for Explicit Backport Bugs

It seems the requirement to explicitly create backport bugs for each
8u backport has caused some confusion. The process has also not been
adopted by other update streams, such as 11u, creating unnecessary
process differences.
After discussion with those who originally pushed for such bugs, it
seems the requirement is no longer necessary. As a result, I've
reverted the process text on the OpenJDK 8u wiki to much as it was
originally, where fix requests are made on the main bug and backport
bugs are not explicitly created in most circumstances.
Where explicit backport bugs do need to be created - this is usually
the case for filing an associated CSR - the same process should take
place on the backport bug instead, keeping things to a single bug. The
fix version should be set to 'openjdk8ux' where x is the current
development version. Please don't use 'openjdk8u' as the hgupdater
tool does not update these bugs on push.
