[FREEZE] 8u312 NOW FROZEN

The release forest:

https://hg.openjdk.java.net/jdk8u/jdk8u (and friends)

is now frozen in preparation for release on or after 2021-10-19.

The final pre-release tag is jdk8u312-b06. As there were effectively
no source code changes in jdk8u312-b06 (the same patch was reverted
and committed under the correct bug ID), jdk8u312-b05 source tarballs
and builds remain valid as the final pre-release.

The final release tag will be no lower than jdk8u312-b07.
