[RAMPDOWN] 8u352 now in Rampdown Stage

8u352 is now in rampdown for release in October.

jdk8u-dev is CLOSED for commits until further notice, while the branch
is prepared for the 8u362 release cycle.

For critical fixes (i.e. regressions or urgent fixes) for 8u352,
please file a PR against https://github.com/openjdk/jdk8u and use
jdk8u-critical-request to obtain approval to push.

Note that JDK-8292688 [0] pushed on Friday is the last commit of 8u352
pre-rampdown and will be part of 8u352-b05 once promoted. Those
changes already pushed this week will be moved to 8u362, as per the
schedule on the OpenJDK 8u wiki [1].
