[RAMPDOWN] 8u362 now in Rampdown Stage

8u362 is now in rampdown for release in January.

jdk8u-dev is CLOSED for commits until further notice, while the branch
is prepared for the 8u372 release cycle.

For critical fixes (i.e. regressions or urgent fixes) for 8u362,
please file a PR against https://github.com/openjdk/jdk8u and use
jdk8u-critical-request to obtain approval to push.
