[jdk8u-dev] RFR: 8295173: (tz) Update Timezone Data to 2022e

Mostly clean backport of tzdata2022e update from 11u, with paths adjusted and files duplicated for jdk/test. There are no tzdata differences between the vanguard and rearguard update.

Tests in `java/util/TimeZone`, `java/time/test` and `sun/util/calendar` all pass.
