CFV: New OpenJDK 8 Updates Committer: Dongbo He

I hereby nominate Dongbo He (dongbohe) [0] to OpenJDK 8 Updates
Committer.

They have already made a number of contributions to both trunk [1] [2]
and backporting work for 8u [3]. Having the committer role would aid
this backporting work by avoiding the need to wait for sponsorship of
fixes, after review & approval.

Votes are due by 17h00 UTC on Tuesday, the 10th of October, 2023.

Only current OpenJDK 8 Updates Committers (and above) [4] are eligible
to vote on this nomination.

Votes must be cast in the open by replying to this mailing list.
