Maybe there are some tests in jdk8u-dev depends jtreg5.1, so I think update jtreg version requirements maybe not a good idea.
I think the better way is resolve the dependencies of jtreg7.3.1 for these tests, similar to https://github.com/openjdk/jdk11u-dev/pull/2553
