[RAMPDOWN] 8u412 now in Rampdown Stage

8u412 is in rampdown for release in April 2024.

jdk8u-dev is CLOSED for commits until
https://bugs.openjdk.org/browse/JDK-8326686 is integrated to begin the
8u422 release cycle.

For critical fixes (i.e. regressions or urgent fixes like tzdata
updates) for 8u412, please file a PR against
https://github.com/openjdk/jdk8u and use jdk8u-critical-request to
obtain approval to push.

The following changes that were pushed after rampdown have been moved
to 8u422:

* 8240756: [macos] SwingSet2:TableDemo:Printed Japanese characters were garbled
* 8025439: [TEST BUG] [macosx] PrintServiceLookup.lookupPrintServices doesn't work properly since jdk8b105
