[FREEZE] 8u422 NOW FROZEN

The release forest:

https://github.com/openjdk/jdk8u

is now frozen in preparation for release on or after 2024-07-16.

The final pre-release tag will be jdk8u422-b04 (promotion in progress,
link to follow).

The final release tag will thus be no lower than jdk8u422-b05.
