CFV: New OpenJDK 8 Updates Committer: Kazuhisa Takakuri

I hereby nominate Kazuhisa Takakuri (ktakakuri) [0] to OpenJDK 8 Updates
Committer.

They have already made a number of contributions of backporting work
for 8u [1]. Having the committer role would aid this backporting work
by avoiding the need to wait for sponsorship of fixes, after review &
approval.

Votes are due by 17h00 UTC on Wednesday, the 23rd of October, 2024.

Only current OpenJDK 8 Updates Committers (and above) [2] are eligible
to vote on this nomination.
