[jdk8u] RFR: 8317970: Bump target macosx-x64 version to 11.00.00

Dirty backport of 8317970.

Awt2dLibraries.gmk does not have dependencies on the MACOSX_VERSION_MIN, skipped

changes in flags.m4 and generated-configure.sh applied manually
