GHA report several failures:

1. Several security_infra jobs report fails, these fails are CA cert issue, it's unrelated to this PR.
2. Linux x86 hotspot/tier1 report gc/arguments/TestCMSHeapSizeFlags.java time outed, I think it's unralted to this PR.
