[jdk8u] RFR: 8368308: ISO 4217 Amendment 180 Update

Not a clean backport to the [JDK 11u version](https://github.com/openjdk/jdk11u/pull/106), but resolves were trivial. Changes to `jdk/test/java/util/Currency/ValidateISO4217.java` where manually redone.

Testing: `java/util/Currency/` tests pass.
