That is likely something we want to change in jdk9 regardless of the
outcome of this discussion. It does not matter greatly, but for
developers who just want to build the jdk target, it will get a little
bit speedier if jaxws is built after the jdk, like the demos. I opened
https://bugs.openjdk.java.net/browse/JDK-8029591 for this.
