JDK 9 forests open

The JDK 9 forests are open, per my previous message [1], except that
"hotspot" is replaced by "hs" in the names of the HotSpot forests.

The tip changesets have all been tagged "jdk9-b00", to make it easy
to identify the exact starting point of this release.

Mercurial changeset notifications will be sent to the appropriate
jdk9-$FOREST-changes lists, except that notifications for the master
will be sent to the jdk9-changes list.  To receive the notifications
for a particular forest, subscribe to the corresponding list on
http://mail.openjdk.java.net.  To receive the notifications for all
forests, subscribe to the jdk9-all-changes list.

The Census has been updated to include the Project's initial Authors,
Committers, and Reviewers [2].  Please report any errors in the Census
directly to me.

For now the forests are open only for test stabilization, small bug
fixes, and trivial enhancements.  Features for the release will come
in through the JEP Process, about which I'll have more to say soon.
