Updated jtreg build in the works ahead of JDK_MINOR_VERSION increment

Hi all,

We'll shortly be making binary builds of jtreg available on an Adopt
OpenJDK server.  In the mean time you can be brave and grab it right off
the CI instance:

Kudos to Mani Sarkar for getting this up and running.  More to follow
