So, how would that work with the new proposed structure? Since 
coordinated libs + hotspot fixes would need to be pushed first to the 
hotspot forest, does that mean *only* hsx committers would be allowed to 
do that?

I seem to be hearing different opinions on this, and I think this is an 
important issue to resolve if the plan is put into place.
