I think the answer is that we trust everyone with a Reviewer bit to do
the right thing all of the time. (The bar for becoming a Reviewer is
much higher than that for becoming a Committer.)
Reviewers are, in particular, expected to "know what they don't know,"
to echo a point that Joe made earlier. Reviewers asked to review
changes outside their areas of expertise should politely decline the
request.
