CFV: New jdk9 Reviewer: Magnus Ihse Bursie

I hereby nominate Magnus Ihse Bursie to jdk9 Reviewer.

Magnus is currently a member of the Build Group, a Committer in the jdk8 
and jdk9 projects and he was one of the key members of the build-infra 
project. He has so far authored over 40 changesets, spanning most of the 
repositories in the jdk9 forest. He has also co-reviewed at least 70 
changesets, providing both insightful and useful feedback in his review 
comments.
