CFV: New jdk9 Committer: Stefan Johansson

I hereby nominate Stefan Johansson (sjohanss) to jdk9 Committer.

Stefan is a member of the Oracle HotSpot GC team. He has made several 
contributions to the HotSpot code, including GC performance 
improvements, bugs fixing, and test development. The 11 changeset links 
are below.
