I hereby nominate Aleksej Efimov (aefimov) to JDK 9 Committer.

Aleksej is a member of the Java SE Sustaining team and works on all 
issues connected to JDK core libraries. Over the past year, he has 
worked on various core library issues including some in the JAXP, i18n
