Yes, we do.

Per the Bylaws (http://openjdk.java.net/bylaws#reviewer):

  A Reviewer for a Project may nominate any of that Project's Committers
  to be a new Reviewer for that Project.

Paul -- I think this means you need to withdraw your CFV, and post a new
one to nominate Doug to the Committer role in JDK 9.
