CFV: New jdk9 Committer: Lois Foltan

I hereby nominate Lois Foltan (lfoltan) to jdk9 Committer.

Lois is a member of the Oracle Hotspot runtime team.  She has made 
several key contributions to the Hotspot code for the lambda project in 
the area of default method resolution, as well as participating in the 
analysis and discussion of the impact of the new language rules.   Lois 
has also fixed the C++ operator overloading so that CheckUnhandledOops 
so that it compiles on all platforms.   She has fixed several bugs, 
particularly those to generate correct code with the new clang and 
Solaris compilers.  The 14 changeset links are below.
