CFV: New jdk9 Reviewer: Igor Ignatyev

I hereby nominate Igor Ignatyev (iignatyev) to jdk9 Reviewer.

Igor is the technical lead of Hotspot Compiler SQE group and is a 
Committer in hsx, jdk8u and jdk9 projects.

During the course of his work, Igor was key contributor to JIT compilers 
testability in HotSpot JVM: WhiteBox API and additional test development 
for VM JIT compilers. Other than that, his contributions include several 
product bug fixes, additional test development for JSR292 and test 
stabilization effort. He mentors other engineers from Hotspot SQE and 
STT team.

So far, he has authored 41 changesets: 40 in HotSpot and 1 in JDK. He 
has also co-reviewed 21 changesets.
