CFV: New jdk9 Reviewer: Harold Seigel

I hereby nominate Harold Seigel (hseigel) to jdk9 Reviewer.

Harold is a member of the Hotspot Runtime group and is a Committer for 
the jdk8 and jdk9 projects.   He has contributed 55 changesets so far, 
notably in the areas of bytecode verification and classfile 
verification, class data sharing, compressed oops and numerous bug fixes 
and cleanups.   He has been a key contributor to the Hotspot side of the 
Lambda project and provided several bug fixes and code reviews to 
changes in default method resolution for jdk8.
