CFV: New jdk9 Reviewer: Roger Riggs

I hereby nominate Roger Riggs to jdk9 Reviewer.

Those on core-libs-dev or anyone that have been tracking JSR 310 will 
know Roger from his work to improve the API and integrate the 
implementation into OpenJDK. Roger has also contributed bug fixes and 
changes to other several areas of the core libraries. In total, Roger is 
author to more than 50 changes in jdk9/dev with more than 2^5 
significant changes. He has sponsored several contributions for others 
and is co-reviewer for several other changes.

Votes are due by April 2, 2014, 13.00 PDT.

Only current jdk9 Reviewers [1] are eiligible to vote on this 
nomination. Votes must be cast in the open by replying to this mailing list.
