Thanks for reviewing the security related changes Sean.

The jdk/test/java/net/URLPermission/policy.* files were changed in jigsaw/m2, at one point. Subsequent changes sync’ed from the JDK 9 mainline rendered these changes redundant, but the copyright, year range, change remained. The changes in these files are unnecessary and I have reversed them in jigsaw/m2 [1]
