Request for review 8021423 : Update java.applet.Applet javadoc for getCodeBase and getDocumentBase

Hi,

Please review the changes in  Javadoc for*getCodeBase() 
*and*getDocumentBase()* methods in *java.applet.Applet* 
and*java.applet.AppletStub*  classes indicating that
for locally running applets these methods return null.
