Not wishing to make the contribution workflow any more complicated but I 
would think it depends on whether it's it a patch for a a specific issue 
or an idea for a new feature might iterate and evolve in the sandbox 
project. Some things might be obvious as to which route to take, other 
things might find the right route after some discussion.
