CFV: New jdk9 Committer: Thomas Stuefe

I hereby nominate Thomas Stuefe to jdk9 Committer.

Thomas is a long-term member of the SAP JVM team at SAP.
He was one of the initial authors of our AIX/AS400 port and is
currently working in the Hotspot runtime and various native
parts of the class library.

He has contributed more than 20 changes to the hotspot repository:
