CFV: New jdk9 Committer: Martin Doerr

I hereby nominate Martin Doerr to jdk9 Committer.

Martin is a long-term member of the SAP JVM team at SAP.
He was one of the initial authors of the Template Interpreter and
C1 compiler ports to ppc64.

He has contributed more than 20 changes to the hotspot repository:
