CFV: New jdk9 Committer: Laurent Bourges

I hereby nominate Laurent Bourges to jdk9 Committer.

Laurent is the principal author of the Marlin Renderer contributed into 
OpenJDK via the Graphics Rasterizer project [3] [4] and integrated into 
JDK 9 via JEP 265 [5] [6]. In addition to that single extremely 
significant and large contribution, Laurent has contributed additional 
fixes and enhancements to Marlin and Image I/O. The list of 
commits/contributions can be found via [7].

Only current JDK 9 Committers [1] are eligible to vote on this 
nomination. Votes must be cast in the open by replying to this mailing list.
