CFV: New JDK 9 Committer: Max Ockner

I hereby nominate Max Ockner (mockner) to JDK 9 Committer.

Max is a member of the HotSpot Runtime Team and has contributed 15 
changes below [3] to the hotspot runtime system.  These changes include 
safepoint checking verification, merging duplicate template interpreter 
code, NMT bug fixes and code cleanups.  He is currently working on 
runtime support for unified logging.

Votes are due by 4:00 PM EST, Tuesday October 13, 2015.

Only current JDK 9 Committers [1] are eligible to vote on this 
nomination. Votes must be cast in the open by replying to this mailing list.
