RFR 8158486 : remove the wptg id line from jaxp resource file in JDK9

This is the JDK 9 release version of change about removal of wptg id line for jaxp resource files.

This line would impact the L10n resource update process. By removing this obsolete line, we can avoid to review these 
files which actually haven't change.
