CFV: New JDK 9 Committer: Doug Simon

I hereby nominate Doug Simon (OpenJDK username: dnsimon) to JDK 9 Committer.

Doug is a member of Oracle Labs and has been working on Java-related 
technologies for the past 15+ years.  He is an Author in the JDK 9 
Project and has contributed more than 35 changesets to JDK 9 (most of 
them related to JVMCI) [1].

Votes are due by Wednesday, Aug 24, 2016 @ 18:00 CEST.

Only current JDK 9 Committers [2] are eligible to vote on this 
nomination.  Votes must be cast in the open by replying to this mailing 
list.
