I hereby nominate Tobias Hartmann (OpenJDK user name: thartmann) to JDK
9 Reviewer.

Tobias is a member of the Hotspot JVM Compiler group. He contributed 68 
changesets to jdk9 project [1] and he is qualified to be a Reviewer.

While working on Hotspot JVM, Tobias implemented Segmented Code Cache 
[2] and compiler support for Compact Strings [3].

Votes are due by February, 25 2016.

Only current JDK 9 Reviewers [4] are eligible to vote on this
