Apologies if my post seemed to suggest that there was any error on your
part. I had and have no desire to apportion blame or criticism here.

I'll also note two other important things. Firstly, I have no reason in
mind to object to this change. Also, I'm not thoroughly relaxed about
Oracle employing private JIRAs for some tasks, whether they be changes
to proprietary code or special case changes to open code such as
security patches etc. There are lots of good reasons why that has to happen.

The only general concern I have here -- i.e. beyond the basic request
itself -- is that those of us who wish to contribute to the open source
code can be aware of why changes are being made and have some confidence
that the rationale for them is coherent. For the most part that need is
answered by discussion and review on the relevant email lists and I am
/very/ happy with how well that works. In any collaborative project such
discussion provides a powerful check and balance against potential
misunderstanding or error. So, I'm in no way wanting to impose some
burdensome level of scrutiny or accountability that would end up making
life harder for all of us (bureaucracy is an evil I am always happy to
minimise :-). However, absent any prior discussion, I would hope that
requesting some context to identify the point of a change is seen as
reasonable.
