CFV: New jdk9 Committer: Michael C Berg

I hereby nominate Michael C Berg to jdk9 Committer.

Michael is a long-term member of the Java team at Intel, our very long and productive partner.

He has already contributed 12 significant changes to the hotspot repository [3]. His work concentrated on improvement of 
vectorization.
