JDK 9 is not (yet) Feature Complete -- how will we get there?

To highlight an important clarification I added to that page, relative
to the original proposal:

    Once the jdk9-fc-request label is added to an issue, it should
    never be removed.

This simplifies the process, so that people don't have to think about
when to remove it.

The prepackaged JBS query (http://j.mp/jdk9-fc-pending) already takes
this into account.
