RFR: 8155918 Prep Message Drop L10n resource file translation update

Currently on my side I can't do anything to fix issue of the newline removed in multi-line value, I will communicate 
with translation team about this.

I had updated the copyright year to current year for all updated files, but kept the year same as English for new files. 
We can update the copyright year if localization resource update again. But at least we could keep them same in the 
first revision.
