I generated a list of the ~800 reused bug ids in the open forest. 
Unfortunately, JBS was not very happy processing a "id in (<list of ~800 
bug ids>)" query. I'll see if I can use different techniques to do some 
analysis of the data.

As previously noted, the reused bugs ids are just lower bound on the 
count of logical fixes which spans repos since some engineers, including 
myself, opt to push logically the same fix to different repos under 
different bug ids.
