I agree the set of source code of a minimum consolidated repository, one 
able to compile and run itself, would be close to hotspot + java.base 
module + javac, but addressing other concerns draws in the rest of the 
forest.

The proposal was sent out for discussion (and soon the prototype for 
inspection) precisely to help flush out such practical problems a 
revised repo arrangement would present. Thanks to you and others who 
have sent feedback on such points already.
